I wonder what is meant by "unofficial USD user". In Cambodia we get US dollars from the ATM, we pay with perfectly preserved USD papers wherever we go so it feels correct. For Egypt I still get it, given tourism and prices in English in USD it still feels correct, although we pay with Egyptian pounds (at least it was my experience). For Argentina it didn't "feel" correct, but granted people may accept USDt in restaurants. In the case of Vietnam I hardly get what unofficial USD user means. We can't get US dollars from ATMs to my knowledge, we pay in VND... It may be a spectrum of what has been in the past correct and has some truth in it but I don't think US dollars are accepted in Vietnam besides in currency exchanges. Even informally.
