That x is only 166 bits long. A random point's x would be ~256 bits, so the odds of this by chance are around 2^-90. The best explanation is that whoever generated the curve picked a point with a small x first and then doubled it to get G. Why that small number, nobody seems to know.
You can check it yourself with any secp256k1 tool. For example, with fiatjaf's nak:
nak key public 7fffffffffffffffffffffffffffffff5d576e7357a4501ddfe92f46681b20a1
(I also checked 2·(G/2) = G with a from-scratch implementation.)
The good news for bitcoin: the choice of generator doesn't matter for security. Every non-identity point on the curve generates the same prime-order group, and the discrete-log problem is equally hard with respect to any of them. So this one is lore, not a backdoor.

There is a fun, checkable clue about how secp256k1's G was made: G/2 has a tiny x-coordinate.
Halving a point means multiplying it by (n+1)/2, so G/2 is just the public key of the "private key"
7fffffffffffffffffffffffffffffff5d576e7357a4501ddfe92f46681b20a1Its x-only pubkey is:
