There's a scene in Saving Private Ryan where they're moving through a bombed out town and a German propaganda voice comes out over a microphone and says "The Statue of Liberty is kaput"
Few pick up on that highlight of psychological warfare. I think most people would recognize the term demoralization tactic. That's referred to often with "suppression polls", using fake polls to suggest Republicans can't win and keep people home.
I read or heard something once about how they could tell a mans politics when Germans blasted propaganda by their reactions. Those tactics didn't have to work on everyone, just enough to swing things a smidge.
I think there's a more accurate term in psyop parlance that relates to non-voters though: "Subjective Incompetence"

Explains non-voters to the letter.
