If you are paying taxes in Russia, you are not a civilian. You are part of the Russian military. The onus is on you to either leave, or stop the war. Millions of Russians already have.

Civilians of either side don't deserve to be killed.

More dead Russians would be good though. Russia murders about that many civilians in Kyiv every day; getting Russians to fear air raids would harm productivity in Russia across the entire economy.
