Destroying Russia's economy is how Ukraine will win. Moscow has had gas rationing before; getting there again is a very important step.
More dead Russians would be good though. Russia murders about that many civilians in Kyiv every day; getting Russians to fear air raids would harm productivity in Russia across the entire economy.
