iirc the trust graph was permanent.  decay happened to the extent that at every iteration, some trust "teleports" back to k00b, but every historical zap action you do has a permanent place in the trust graph, leading to smaller incremental trust changes for future zap actions.

Trust decay is a concept in WoT, cowboy hat streak might be just one metric in a larger WoT algo.
