天下大亂 is not the absence of government, it's a competition between aspiring governments, and settling on one doesn't solve the problem (especially when it's the absolute worst one you could have picked). The absence of government is any time and space where you are making your own decisions without a gun to your head. When you choose who to marry instead of being issued a bride by the state, that's an absence of government.
When you marry you apply to the government for permission, registration and license.
You are not free to marry your goat.

Religion is a powerful lever for governments.
Religion exists because of the human need for government.
You worship your god in place of reason.
Your belief in your god is not shared by most other people, making an absence of government a very dangerous situation for you.
