if the console need an local file to run it will be able to be copied and accessed. stadia model proved not welcomed, so they will need to run locally in devices. piratary and emulation are safe.

Not true. Hardware supported DRM protection can prevent files being accessed. If a trustlet uses hardware supported decryption and digital signatures, the only solution left are bugs and security vulnerabilities. Maybe we will still find one for Switch2 but so far none has been found. I bet same will be true for PS6.
