"should" means do you think this is desirable
"is" (or "can" or "could") means do you think it (potentially) happens regardless of being desirable
I personally don't think that second hand body parts is something that is desirable if we can develop the means to produce artificial replacements.

even we develop artificial replacements, people should be able to sell their organs
one reason I am not an organ donor is that donors or their estate should be compensated
