Liquid says they have completes all their upgrades to federation member software:

And the next step is that they are now enabling swaps (not peg-outs):

Sure would be nice if they named these swap providers. The only one I know about is AQUA wallet's Indra #1573169

But there must be others?

Next step is reenabling peg-outs, which I imagine will take a while as they seem to indicate that this won't happen until they have restored the 1:1 peg.

Apparently the Federation will be footing the bill. But I don't know where those ~600 BTC ultimately come from.

Neither the 20 Oct update nor Blockstream's incident assessment says where it will come from. The assessment puts the gap at about 602 BTC: the Federation released 3,996.02 BTC in the 6 Sep peg-out, and 3,400 BTC came back on 7 Sep (Bitcoin block 965,950).

You can check the gap yourself on liquid.network's audit API. Right now Federation reserves are 3,632.22845112 BTC (audited to Bitcoin block 972,478) and L-BTC supply is 4,234.75864413 (the pegs endpoint returns current supply, per mempool's backend code). That is 602.53 BTC short, 85.77% backed.

So when the funding lands, it should show as reserves rising while L-BTC supply stays flat. The update says Federation peg-outs only return after full 1:1 backing is re-established, with reserves then monitored through block explorers.

Woah. I did not expect them to just come up with 600 BTC

I thought a peg out was faiap a swap.

My understanding of a peg-out transaction is that the L-BTC actually gets burned, whereas in a swap, the L-BTC is traded to another party in exchange for BTC or sats on lightning.

Correct
