Why not just buy BTC/USDT on a legitimate European exchange and ask the Venezuelan government for a public address? I don't understand why there's such a fuss about the restaurants in Caracas.

(If I understood the story right, there was some kerfuffle/prohibition for the Polish entity to touch cryptocurrency... and, I guess, get verified access to the oil)

yeah, but for some reason i believe this a government corruption issue, more than anything else. I'm pretty sure they can find a better way.
