I had already suggested the idea for a territory like this in the past, but the name was ~scams_and_frauds.

Maxing out the new topic cost is to disincentivize fake & trivial reports. Setting a relatively high reply cost is to disincentivize unproductive back-and-forth arguing.
My other territories are pretty cheap to participate in.
A territory to report scams, about time, though whoever reports risks a downzap from the scammer. I'm getting the popcorn
