I don't really see L2s as a scam. It's just fractional reserve banking.

I would agree with this statement if you said "side-chains". Liquid was a side-chain, not an L2. A proper L2 is Lightning, and Lightning is not fractional reserve banking. If you ask me if there are other L2s out there, some people argue that Ark is one, but I'm not sure.

Fair enough. I'm not using L2 in a technical sense... just any payments network "built on top of, or alongside, bitcoin" at this point.

You shouldn't use the term L2 in that sense. L2 stands for Layer2, and is an analogy to what TCP is over IP, a layer on top. Liquid cannot be a layer on top if it doesn't let you use your money all the time like Bitcoin does. Lightning is an L2 because it still allows you to use the bitcoin cryptocurrency without asking for permission, just in a layer on top of L1.
