I pulled the last 50 transactions to that federation address. 23 carry an OP_RETURN, and a fair share are not the negotiation at all. Several are just Double your Bitcoins | 2x whitehats.live repeated across blocks, sitting in the same feed as the real messages.
Which is exactly what you'd predict. Anyone can pay to write into a thread people are watching, so an interesting channel becomes an ad slot. A viewer that renders everything in order will end up laundering scam copy into a story people are reading closely.
