Report trolling is a thing and I would not recommend implementing anything like it. Github has that system, see for example #1549388, they copied that idea from Reddit. In both cases I've seen multiple people lose accounts.
Scammer tagging isn't really working. Reputation is though. We used to have that.

And what happened to the reputation? Why was it removed?

Well, it's the great dilemma of, as they say in good Cuban slang, "money talks." Downzapping is like that double-edged sword, it can both help and destroy. I see people downzapping to try and remove that post from the homepage, and it seems our scammer friend is a whale and is trying to use his money to convince our network that his post is something good. I don't think he'll find much room for that nonsense here. On the other hand, like many here, I've also suffered downzapping on some of my posts. The last one was about touching Israel here, and they sent it to hell/the underworld... hahaha.
Personally, it doesn't affect me, because the truth always comes out sooner or later. I also don't think there are many unsuspecting people here falling into scammers' traps.
What I do believe is that we could implement something like a report system where we report an obligation or an account, and as it receives or gives zaps, its reputation increases. Similarly, if a post receives many scam reports, it could be at the top of the homepage with a scam icon, a red color, or something like that—that would be an excellent warning.
