In my mind, the behaviors that SN incentivizes (be early to zap good content and you get more rewards) is not quite the same as"norms" -- an example of a norm is definitely using English. For a while we had a espanol territory (I think) but it didn't catch on.

I'd say norms as those things that are "enforced" or strengthened by stackers themselves rather than the code.
