when formatting quote snippets, how do you decide between using > blocks or # headings?

it reminds me a bit of the quote insets print media sometimes has, although in this case the clean effect achieved in columnar print media with a few insets gets confounded by uncertainty of whether some heading is a section or a quote, your words or some journalist's, etc

I do like that headings create URL anchors.
