Underrated explanation to all this is that the education system is churning out comrades whose only qualification is to work at the politburo flagging the ways in which this or that project doesn't conform to this or that ideological purity.

Those comrades need jobs. Where there is a demand, there will be a supply. The bureaucratic state will continue to enlarge until we reform the way youth are being educated.
