In the page 93 talks about the duration of the match. It's true that it may change from one match to another and there are different reasons why it get extended. In general, they consider substitutions and time lost due to injuries. Referee counts this time and adds the time depending on the match.
Other issue is effective time played, in Spain may vary from 50-60 minutes. FIFA has tried to introduce changes to increase the effective time during matches in the world cup. Referee counts when a goalkeeper or a player puts the ball in play , if longer than 5 seconds the referee may award a corner kick or change the throw -in . I think we have seen changes in the World Cup.
Ok but why don't they have the injury time remaining defined and displayed so everyone knows?
That's really our big point of confusion. The premise makes sense but the mystery doesn't.
They want to keep us on the edge of our seats and ready to curse the ref, football works around how much hate you can direct to the ref and his mom
But honestly that's a grey area of the ruling, the ref defines the extra time but in reality he can stretch that as much as he wants, and we are left with another "blame the refs opportunity" when he ends the game in the build up of our scoring play

I understand the frustration , as sometimes you don't know why a match is extended. The intention is to avoid excessive waste of time.
Before this World Cup , the assistant referee announced the amount of minutes added in injury time.
During this World Cup they have implemented the concept of "minimum" amount of time and leaves to the referee the decision to extend it. What I have noticed is that, unless something happens during the injury time, they stick to the time announced.
I think that some of the changes introduced in this World Cup are good measures. They have made the play more dynamic.
