My thinking/logic was the old adage "chalk is fair" but it wasn't touching the chalk, so, foul. The logic works, but I need to research the rule book.

Technically it is a fair ball but in this instance I think umpire's discretion is warranted as the umpire must make a determination if even a sliver of the ball is over the foul line without any capacity to measure it. There is also the factor that lines are not drawn as effectively and precisely as in MLB and are not redrawn if they get scuffed like in MLB so while technically by the rulebook it is a fair ball I think in this instance there is a lot of umpire's discretion at play.

I wouldn't lose sleep over it. Personally I would have probably called it fair due to it being a great bunt if I wasn't 100% sure.
