I think they use some cloudflare filter and your IP enters into a blacklist or something.
Try also changing your DNS.

There's also another type of banning, more evil at the ISP level. But I do not think is this the case with mempool.
Especially they do this with pirate movie sites. The user simply will see a blank page saying that the site is not available anymore and think that was taken down. But is not the case. Is simply banned at high level country /ISP DNS.

That's why is recommended to use alternative DNS providers, not the ones by default that your router is giving. And use a VPN service where you can switch often the IPs.
