The goal of a PQ migration should be to allow Bitcoin as we know it to survive a break of the discrete logarithm assumption

I fully align with this. So no, confiscation is a shitcoin thing to do.

But what I'd want is to right now be able to do something like and(schnorr, shrimps) and not or(schnorr, shrimps) for a long-term cold stash; hybrid multisig.

I think bottom line, if you want excellence, you need to excel, which is hard if you are facing unknown unknowns. If Goog's 2029 deadline has even a 1% chance to be true, then fixing the long-tail is pretty important, and urgent. If you don't have the fix, enable the community best you can to build their own fixes. It doesn't matter if all of Satoshi's coin gets stolen and dumped; that's a stacking opportunity. What is important is that my coin doesn't get stolen and dumped, especially not after I acquire a large stack of cheap Satoshi's coin. Right now, best I can do is segwit instead of taproot and hope that the long-tail is juicy enough for no one to care about in-mempool txs.

To enable userspace fixes, GSR (+P2MR) is actually the best thing we have right now.
