The idea would be to raise 3M sats through share issuance for a permanent territory, and apportion revenues. As I have in the past built real-world apportionment systems for (very) large JVs, this is not as easy as I make it sound here, but it can definitely be developed.
Regarding a smart contract to issue shares [1], I've quickly glanced at RGB's client-side smart contract capabilities and I do think that this can be developed on that stack. Maybe @dr_orlovsky can weigh in / advice.
