I think developing quantum resistant addresses is the priority. As for the satoshi era coins, the best is to leave them as they are. Having abandoned utxos liberated is way lesser evil then freezing balances.

I did read about putting a time cap on spending coins "mined" by quantum computers like you mentioned. I think how those get delt with will be a very large point of contention in the community. I'm not even sure you can do much about them without a hard fork.
It's going to be interesting to see how it plays out.

There will likely be many.
The next one I think will be for moving into quantum resistant address types and how we deal with Satoshi era coins. Some of us will want to keep everything as it is while others might want something like an hour glass to mitigate it.
Bitcoin will remain volatile for decades.
