It sounds like there are things individuals can do to safeguard their stacks, prior to one of these forks, so I don't necessarily agree about there being a discrete "too late" moment.
I don't want to sound like an alarmist, so right off the bat, I agree. I don't think BTC is under any direct threat, and "too late" in that case would be part of the population loosing trust in BTC, not an end to the network itself.
I also think L2 scaling and the security budget will force the communities hand well before the quantum threat.

It would be funny if quantum was addressed almost incidentally because it was included in something more pressing.
It depends on what gets implemented. As far as my understanding goes OP_CAT allows all three to be solved with a soft fork, but I honestly need to talk to someone with a way better grasp on it than I have.
Just looking back at how taproot was implemented, it seems like the community is likely to be more reactive than proactive.
So far that hasn't been an issue, but if they were to wait until after the quantum threat already happened, it would be too late.
