I think we are looking at bullying differently because Anthropic was trying to bully the government still they wanted access to data that they have zero reason to ever look at. Plenty of classified things are completely lawful and deal with risks to life, intelligence on other countries moving war time equipment towards each other (think Cambodia and Thailand) and needing to run analysis on what the fallout could be, or mapping threats made to the US.

Anthropic doesn't need to access any of that ever. That's like putting holes in the bottom of a boat. It only leads to big big issues. Anthropic thought it could push a narrative and in this letter when they mention the final offer they declined because they wanted data inputs.
