LOL. No, its not.

Even when LTV is, let's say 50%, nothing stops user for maintaining 15% LTV if they wanted to be extra safe. However requiring such low LTV takes away that optionality from user.

As a user I want from service provide as much optionality as possible. And that means as high LTV as possible.
