Why is it distributed via the Treasury Department? That's a weird setup, isn't it?

This is reminiscent of late roman republic when Julius Caesar donated 4 months worth of wages to every roman citizen in 44 BC. I know it's cliché for dudebro guys to comapre everything to the fall of the roman republic but this really is history rhyming itself, isn't it.
