We are stopping our requests for charity and demanding that big polluters like the US, China, and India pay for the climate damage they cause.
Even though Nepal produces almost zero global emissions, we suffer heavily from melting glaciers and after that severe floods, meaning major countries have a responsibility to cover these costs rather than just offering aid after disasters strike .
Demand how? Nepal doesn't have the military capabilities to be making demands of the United States. And with this attitude they're much less likely to receive any aid at all. Any source of funding could be traced back to some industry that caused pollution anyway. Someone has to fly a plane in order to deliver the aid and repair infrastructure.
Climate injustice is a nonsense argument. Demanding help from someone while you accuse them of oppression is insane. They're just going to cut you off from any assistance at all. There is no international court system that can punish and fine the US.

Like you said, millions, if not billions, of dollars in aid have been sent to the country by the US over the decades. That was only possible because of innovation, which raised the standard of living around the world, and cheap electricity supplies. The U.S. has lowered its emissions by 18% since 2005, even with significant increases in electricity demand.
Since 2005, the U.S. has equaled the entire EU bloc in the amount of CO2 tonnage cut (1423 million metric tons or a 24% decrease). China... roughly 4000 million metric tons increase.
Even with all the headlines about how the US has abandoned climate responsibility, states like Texas, which people think of as an oil and gas area, are setting records with the gigawatts of low-emission baseload energy being added.
The US had already offered aid, was providing aid before USAID was cut, and now their attitude is that we caused it? After PRC-built infrastructure collapsed? Jesus Christ. This is not how you ask the US for money.
You say "the communists did this, we are not communists," then we can help.
Saying nothing would have been better than than this. Why would you blame the countries capable of assisting? The money you're requesting comes from using oil and gas. Ask Europe. They'll buy this argument.
